Fraudulent and Counterfeit Receipts
A July 2, 2026, Loss Prevention Magazine article on “The Rise of the Counterfeit Returns“ should get every food supply chain professionals attention, even though it’s written for retail.[1] Retailers, including food companies, are already losing money to thousands of these swaps, and the National Retail Federation and Happy Returns LLC (Owned by UPS) estimate that nine percent of all returns are fraudulent. But what caught my attention wasn’t just the economic impact on retailers, but the paperwork behind it.
The article names four main trends driving the spike in fraudulent product returns: (1) the quality and low price of the counterfeit products themselves, (2) the explosion of e-commerce, (3) more generous return policies, and (4) new technology used to generate fake documents, like receipts. That fourth trend is the one that is our focus.
In the Loss Prevention Magazine article, it was noted that fraudsters are now using AI to “generate fake receipts, purchase documentation, or images of damaged goods” to collect refunds. That’s a small sentence with a big implication. If AI can convincingly fake a receipt, it can convincingly fake almost any document a supply chain relies on.
Our recent research has focused on what is being referred to as food document fraud (FDF), that is, falsified certificates of conformity, fabricated certificates of analysis, falsified country-of-origin statements, and similar paperwork that supports a shipment without actually authenticating or validating the record on that document. The retailers are just now discovering, at the return counter, what food fraud prevention experts have been documenting at the receiving dock. It’s worth remembering our blog post review of the falsified “certificates of conformity” behind the counterfeit titanium found in Boeing and Airbus aircraft parts – a different industry, the same vulnerability.
From Fake Receipts to Fake Certificates
The retail industry’s fraudulent product return problem is based on falsified documents – for the food industry, this is food document fraud. A forged receipt gets a fraudster a refund. A forged certificate of conformity can get a supplier’s shipment onto your dock without the scrutiny it deserves. The article further stated that today’s counterfeit products are reaching “a level of predatory accuracy that exploits unsuspecting consumers.” The same predatory accuracy now applies to the documents that vouch for a product’s origin, quality, and safety.
Where retail loss prevention teams are learning to question a receipt, food safety and food fraud teams need to be questioning the certificate of analysis, the country-of-origin statement, and the supplier attestation – because the same generative tools that fake a photo of a damaged box can just as easily fake a lab result.
This isn’t a hypothetical future risk. It’s the same technology, a few steps upstream in a different supply chain.
Technology Can Fight Back, Too
The article also points toward a solution, not just a threat. Retailers are shifting toward continuous monitoring and cross-location intelligence — gathering incident data, reviewing return patterns, and using AI-driven tracking to authenticate a product “at the point of return rather than relying on visual inspection.” Some platforms even use AI to assign a risk score to a return in real time, flagging it for a closer look before a refund goes out.
Food supply chains have a version of this same opportunity. Digital signatures, enhanced traceability-backed certificates, and automated cross-checks against supplier records can do for a certificate of conformity what serialization does for a returned handbag, that is, replace a visual glance with authentication and verification.
Retail’s fight against AI-generated fake receipts is really the same fight that food fraud prevention experts are already having over fake certificates – just from the loading dock to the customer facing returns desk.
